Protocol for Maintaining NPMS Assessor Competence

1st Level Assessors:

  1. Each deanery should have a minimum of 3 calibration days per year or equivalent and attendance of at least 2 is a requirement for all 1st level assessors. New 1st level assessors should have attended calibration days before undertaking assessment of summative assessment NPMS projects.

  2. The Deanery should give comparative feedback to the 1st level assessors on their performance bi-annually.

  3. Results of (2) should be communicated to the Co-ordinator and Director to provide feedback on named deanery assessor performance.

  4. Individual 1st level assessors who are consistently ‘out of line’ with their co-assessors should be offered further specific training and should not assess until this has been completed.

  5. 1st level assessors should not do 2nd level assessment.

  6. Comparison of deanery performance with the national average should be distributed annually.

  7. Each 1st level assessor should mark a minimum of 10 projects per year to maintain competence.

  8. Deaneries should keep a record of their assessors’ attendance at all calibration days.

2nd Level Assessors:

  1. The Coordinator should attend the National Training Day annually or at least 2 in a 3-year period.

  2. 2nd level assessors should not be carrying out 1st level assessment.

  3. 2nd level assessors should attend the National Training Day annually.

  4. It is felt essential that 2nd level assessors should not be allowed to go ‘solo’ until such time as they have proven themselves to be consistent. A ‘shadow period is recommended where audits are ‘marked’ with their 2nd level assessor colleagues. Further tuition should be offered where required
